Can molded pulp be made entirely from recycled fiber?
Yes for many packaging parts, and many industrial trays run 100 percent recycled stock. The limits are strength, surface, and food contact. What is the difference between virgin and recycled pulp in molded fiber?

How often should a new fiber lot be validated?
Every lot, with the lot held on release until it passes. Does changing a molded pulp recipe affect food-contact or compostability?
Yes, both.
